What to build

Replace the duplicate tmux client chooser in project detail and the session sidebar with one shared picker and controller. Preserve local switching, direct switching when only one client exists, anchored positioning, outside-click dismissal, and remote error logging.

Acceptance criteria

Project detail and session sidebar render the same shared tmux client picker.
Client rows use semantic interactive elements and remain keyboard accessible.
Positioning, dismissal, selection, and switch failure behavior remain unchanged.
Frontend tests exercise both consumers and shared picker behavior.
