Goal

Extend the Beads-backed Software Factory so a hub can schedule and execute Work Items on connected remote ocman hosts, not only projects available on the hub host.

Context

The initial Software Factory effort is intentionally hub-local. Its data model should retain explicit host ownership so this follow-up does not require a migration.

Scope

Route Work Item claims and session/worktree creation to the owning host.
Support remote command, workspace, branch, and PR delivery steps.
Handle host capacity, disconnects, recovery, and fail-closed ownership.
Surface remote placement and failures in the factory dashboard and action inbox.

Blocked by the hub-local Beads Software Factory MVP.
