The unfilled part of the subscription usage progress bars used --surface0, which is the same colour as --bg-card, so the track was invisible and the fills looked like the wrong length. Switch the track to --surface1 so the full-width bar is visible behind the fill.

CSS-only change; verified visually in the usage popover.
